Our Service Entity

Nau mai, haere mai

Welcome to our Service Entity

In July 2025, CCS Disability Action introduced a refreshed governance structure designed to strengthen leadership, improve operational efficiency, and ensure long-term sustainability.

This new structure consists of three distinct entities: the Head Trust, the Foundation, and the Service Entity.

The Service Entity, officially known as CCS Disability Action Services Limited, is a charitable company responsible for delivering all disability support services across New Zealand.

It is the operational heart of CCS Disability Action, employing all staff and managing the day-to-day delivery of services that empower disabled people and their whānau.

Our role in disability support across New Zealand

Our Service Entity provides high-quality, person-centred support to disabled people, their families, and communities. We operate across the motu, offering a wide range of services that promote independence, inclusion, and wellbeing.

Our services include:

  • Community-based disability support

  • Advocacy and navigation services

  • Transition support for youth and adults

  • Inclusive education and employment programmes.

Governance and leadership

The Service Entity is governed by a dedicated and experienced Board of Trustees who bring a wealth of knowledge in disability services, nonprofit governance, finance, and strategic planning. Their role is to ensure robust oversight of all operations, including:

  • Designing and approving strategic plans and annual budgets

  • Monitoring organisational performance and service outcomes

  • Managing risk and ensuring compliance with legal and ethical standards

  • Providing assurance that services align with CCS Disability Action’s mission and values.

Our board members are passionate about creating a more inclusive society and are committed to upholding the principles of Te Tiriti o Waitangi, the New Zealand Disability Strategy, and the UN Convention on the Rights of Persons with Disabilities (UNCRPD). Their leadership ensures that our services are not only effective but also equitable and culturally responsive.

Our staff: The heart of our service delivery

CCS Disability Action Services Limited employs all staff working across the organisation. Our team includes support workers, service coordinators, administrators, and specialists in accessible design and advocacy.

These professionals are united by a shared commitment to empowering disabled people to live the lives they choose.

We invest in ongoing training, professional development, and wellbeing initiatives to ensure our staff are equipped to deliver high-quality, compassionate, and culturally safe support.

Our workforce reflects the diversity of the communities we serve and brings both professional expertise and lived experience to their roles.

Lifemark and Barrier Free: Consultancy for inclusive design

Under the umbrella of the Service Entity, Lifemark and Barrier Free offer consultancy services that promote accessibility and universal design in the built environment.

These teams work with architects, developers, councils, and businesses to ensure that homes, public buildings, and infrastructure are designed to be inclusive and usable by everyone.

  • Lifemark focuses on housing and residential design, promoting standards that support ageing in place and accessibility for all.

  • Barrier Free provides expert advice on public spaces, transport systems, and commercial buildings, helping to remove physical barriers and improve access for disabled people.

These consultancies generate revenue through fee-for-service models, which is reinvested into CCS Disability Action’s broader mission.

Why the Service Entity matters

The creation of CCS Disability Action Services Limited reflects a strategic shift toward clearer governance and operational focus.

By separating service delivery from asset management and strategic oversight, CCS Disability Action ensures that each entity can specialise and excel in its area of responsibility.

The Service Entity is essential because it:

  • Delivers frontline disability support services

  • Employs and supports a skilled workforce

  • Oversees consultancy work that promotes accessibility nationwide

  • Ensures operational decisions are informed by community needs and best practice.

This structure allows CCS Disability Action to be more agile, accountable, and responsive to the needs of disabled people across New Zealand.
